Goals and Platform

My goals in running for office are:

  • To work towards preserving and strengthening the things that make Billerica a great place for families to thrive and grow.
  • To support those who are already working towards these same goals, on the Select Board, the Panning Board, the School Committee, the Finance Committee, at Town Meeting and elsewhere.
  • To encourage others in our community to get involved and serve in town government.

In line with the above goals, my platform is to:

Repeal the Planned Unit Development (PUD) Zoning by-laws. These zoning by-laws, which went into effect in 2016, have taken the power to control the development of massive, high density apartment buildings in our town out of the hands of Town Meeting and placed it in the hands of the Planning Board. If elected on April 10th, 2021 I will work to repeal the existing PUD zoning law, and to support new zoning laws that:

  • Encourage sensible commercial development that strengthens local businesses in our community. Our zoning laws, planning process, and tax structure should encourage commercial development by attracting businesses with lower taxes and reduced regulation - not by inviting the mixed use of commercial property.
  • Encourage sensible housing development that supports the needs of families and individuals in our community. Billerica needs affordable housing in concert with responsible development. Our zoning laws and planning process should encourage more home ownership, and less apartment buildings.
  • Control unbridled spending on open-ended projects that result in an endless levy of more debt and taxes. We need to plan and work towards reducing our debt and taxes, not plan to endlessly increase them.
  • Support the development and conservation of open spaces, public parks, and recreational facilities.

Planning Board Candidates Forum

On Thursday night I joined a Candidate’s Debate Zoom call sponsored by the Billerica Minuteman and BATV. This was a recorded debate moderated by Joy Hosford. I’ve been preparing and studying up for this debate for weeks and I planned to take all of my talking points from my blog: https://planning-for-meneghini.blogspot.com/ . I went to this debate prepared to be challenged by my primary opponents, Bill Bulens and Chris Tribou. I was completely surprised by a 180 degree turn in both of my opponents position.
